FACILITIES
Non-profits can rent MUSD facilites. The Milpitas Unified School
District rates are in the file BIKEFEST.
Allow .5 hour both before and after official time of event (6 hrs
in '99) 9:30-3:30
application fee = $15
custodial fee ($35.67/hr * 6) = $214.02
indoor - classroom #24 ($7.50/hr) = $45
outdoor - intermediate playground (practice field) ($7.50/hr) =
$45
equipment - TV and VCR = $17.50
restrooms = $0.00

multi-purpose room = $15/hr
Other requirements, besides money, include 1 security person per
150-200 attendees, no sales by for-profit companies, and
insurance (see below). Attendance by MPD and MFD personnel
satisfy the security requirement.
Get the Facilities Request form at Weller (call first to confirm
they have one) or District Office (DO), room 207. Attach the
insurance papers to the Facilities Request form and submit to
Weller School staff for approved by the principal. Once signed,
they are sent to the DO. Normally payment is required before
final approval of the facilities request.
Warning! In '98 this process took about 3 months due to almost
every possible delay.

INSURANCE
The Milpitas Unified School District requires a Certificate of
Liability Insurance for $1 million in personal and property
liability with an "Additional Insured" endorsement
attached in order to use their facilities. We wrote a letter to
the Executive Committee of United Neighborhoods of Santa Clara
County requesting same. Once approved at the monthly Executive
Committee meeting, a written request goes to Micor Insurance
Brokers (Corrie Foos/Carol). (UNSCC's policy # is NPO 761977.)
Micor mails the certificate, which insures United Neighborhoods,
to the "Certificate Holder", that's us (SNA). Because
of the "athletic nature" of the bicycle rodeo portion
of the event, we needed a rider - which State Farm (the bicycle
skills test/rodeo sponsor) provided. The insurance papers should
be sent to Weller School which together with the Facilities
Request form are approved by the principal before being forwarded
to the district office. Normally payment is required before final
approval of the facilities request.

FLYERS
The school district process for flyers is:
1) bring or fax a copy of the proposed flyer to the district
office (Liz Valdez 945-2310).
2) within a couple of days, they'll approve (or reject) it. A
bundling list for the target classes or schools will be provided.
3) deliver the bundled flyers to them for disbursal to the
school(s). They're also willing to post flyers at the school
sites, set a stack in the school office, and post in the
teacher's lounges. There are about 600 students at Weller School.
Then there's Pomeroy, Russel, and MHS. Let's not forget the 500
that Marsha Schneider of the City is willing to display. How much
do we want to use/rely on flyers? How much can we afford?

ADVERTISING
Submit a Calendar of Events item to the Post about a month ahead
of the event. Also, talking with the editor about the event led
to an article in the paper two days before the event.
Press Releases to all local media led to two mentions (one in the
Community Calendar section of the San Jose Mercury News).

MUSIC
Because our site at Weller lacks the proper venue (in both
equipment/stage and audience), no music folks will be invited
(except Wiley Rankin) in 2000.
Most bands have their own PA. If not, rent a 4-channel PA system
for $60 at Guitar Showcase.
Provide a dedicated, grounded electrical line (12g, 100 foot
extension).
For some performers, a clear and dry space can be the stage.
the City's mobile Stage
Regarding the City's mobile Stage: The cost to tow the stage is
approximately $150.00 each direction. I have the name of the
contact person from the towing company, but there are
several other factors to be considered before using this as an
option.
* Staff will need to open the Corp Yard gate for pick-up and
return.
* Trained staff will need to be scheduled and available on the
day of the event
* Insurance may be an issue.
* Location of the stage must be determined and approved by Public
Works if you are using City property or School District property.
* An alternative to this may be using the Rainbow Theatre
platform staging. If you can tell me how big a stage you would
like and the height, I can check to see if those platform staging
and legs are available. You will need to provide the manpower to
pick up the platforms at the MCC and return them back to the MCC
auditorium.

to show people how easy it is to take the bike rather than the

SUNNYVALE'S BIKE RODEO
Dori Fontaine, Community Services Officer at the Sunnyvale Police
Department (Crime Prevention Unit - 408/790-7199), organized a
Bike Rodeo for Sunnyvale students in 1999. The bike safety
program they offered schools for years was labor intensive and
hardly reached the entire school enrollment every 7 years. So in
1999, they held a city-wide Bike Rodeo and invited all the
students to one Saturday event. It was done on a shoestring
budget with most participating organizations (KGO radio, school
site council, local bike shop, etc.) providing their services for
free. The main event (Safe Moves, $1000 for a training) was
funded through a California Office of Traffic Safety (OTS)
grant(http://ots.ca.gov). (OR from Sacramento-based Traffic Safe
Communities (TSC) grant.) They held back on advertising (although
they sent flyers out with all 1st-8th grade school children) so
only 500 - 600 people showed up.
In addition to the State Farm-sponsored bike rodeo and Good
Neigh-Bear, the local school site council sold food, both Fire
and Police Departments showed equipment and did public outreach,
a bike shop representative performed bike safety check-ups and
adjustments, a school site council sold food as a fundraiser,
worked with press and media, and invite the local paper (Post) to
the event.
What they did that we didn't includes: a guy making baloon
animals, Safe Moves training cyclist and pedestrians with their
Safe Cities course, Diamondback's bicycle performance team [info
at RECRUITING PERFORMERS FOR THE MAIN SHOW], KGO radio sponsored
the event with on-air promotions and landing a helicopter at the
event, KRTY played music (and broadcast live?) ("great to
work with") (also suggested: KITS, Wild 94.9, KOIT, KSOL,
KNBR), recycling folks displayed info and answered questions, and
25,000 hospital braclets bearing some phone # plus one of a
series of bike safety slogans (which proved very popular as kids
gathered the entire series) [VisaBand Secure Ticket,
800/847-0670].

STATE FARM -SPONSORED BIKE RODEO or ROLLER RODEO
State Farm's bicycle skills test, often referred to as a Bike
Rodeo, consists of multiple stations staffed by 2 or 3 people
each. The first station includes waiver forms and photo-taking
for Id. badge. The second safety checks the child's bike. At each
of the other stations (ride a straight line, a figure-8, slowly,
etc.), one person explains the exercise/test while a second
scores the rider's performance.
State Farm provides volunteers from their office to staff the
stations. The organizers also provide staffing. For the Sunnyvale
Bike Rodeo, State Farm donated the flyer printing for the school
kids in all (?) the elementary schools.
A skills test for roller skates/blades also exists.
Some Boy Scout publication also offers bike rodeo information and
procedures.

BTW--did you see the thing in the Mercury News about San Jose
getting the "Bike Bot" its a robot riding a bicycle
that looks like a cartoon character and teaches young kids about

This is in response to your phone call on 12/30/98, regarding the
Bike and Roller Fest planned for May, 1999, by the Sunnyhills
Improvement Association. It is my understanding that you need to
know the process to agendize this matter for Council
consideration.
I do recall the situation from last year and have a couple of
suggestions.
1) It would be helpful if you put your request in letter form and
address it to the City Council.
2) I would hand deliver the letter to Gail Blalock, City Clerk,
located in the City Manager's Office at City Hall, 455 E.
Calaveras Blvd. She will be happy to process your request.
3) If you are planning on using the school district facilities,
it would be my suggestion to secure the necessary waiver of fees
from the Milpitas Unified School District well in advance of your
event. In this way, City Council may ask you if the Milpitas
Unified School District is subsidizing a part of this event and
you can have an answer to their question.
4) Depending on staff availability and the date of your event, it
may be possible to have an information booth at the event.
Generally, the City Departments that attend this type of event
are Police, Fire, Solid Waste/Recycling, and Recreation Services.
It would be helpful if you did a letter of request to me and I
will see that it is distributed to the above-mentioned
departments for consideration.

Bob Roberts has an electric generator: a 1700watt or 15amp
generator, it will run a couple of coffee pots and some lights,
or a 20amp powersaw, with no trouble.
Port-A-Potties
A-1 Sanitation offers standard units for $84 each ($74 each when
ordering 5 or more), $107 for deluxe (w/ sink), $150 for
handicapped unit. They recommend getting 9 standards + 1
handicapped unit per 1000 people.

annual Bike & Roller Fest will draw the community of Milpitas
together. We're looking for a performance that sparks the crowd.
The Fest brings together all things related to cycling and roller
sports for the enjoyment/education of our community. This year's
event will be on Saturday, June 3rd, from 10:00am until 3:00pm.
We want a minimum of two 20-minute performances (say at 11:30 and
2:00?). Last year, the freestyle bike team 2-Hip performed two
such shows using their portable 10-foot high ramp. They charged
$650, somewhat over our budget. Also last year, in unpaid
performances, our local speed skating club and roller hockey team
demonstrated their skills. Because I expect them back again this
year, I think your BMXers or skateboarders might be the right
complement. Do you have an idea who might fit best?

I am aware of a couple of skate-dance troups, but I'm
not sure if they're still performing. Another possibility
is Chris of Venice Beach, an incredible skater who
placed 2nd in this years Great Skate (a national roller-

Hi, Rob. My name is Danny Ransom and I am co-founder and director
of the skate-dance performance group, the CheapSkates. We are the
largest ongoing group of our kind in the Bay Area comprising some
sixty members at the height of our performing season. We have
performed in a wide variety of venues including the Chinese New
year parade, the S.F. Pride parade, the National Red Bull Great
Skate, the Marin County Summer festival, Shoreline Amphitheater,
and the San Francisco Carnival parade in which we have won three
first place prizes for dance. This year we are slated for parades
and festivals in Los Angeles, Petaluma, San Francisco, and
hopefully, Mountain View. Your event sounds like a great time the
CheapSkates and you to come together.
In answer to your questions:
We are available.
We can discuss terms on a more personal level. If you are
interested in a main performance we could negotiate in the
$400-500 range and make arrangements for other situations.
We can adapt a show to your needs. We are accustomed to skating
for as little as a few songs or as long as a day's event.
A smooth flat asphalt of artificial surface is best for our
needs. If asphalt or concrete is not on-site,
we can prepare another surface that can be brought in. An area
about 25' by 25' is necessary.
We , of course , are always willing to stay for the crowd.
I have videos of us during various performances. I will gladly
supply you with a copy.
We have a web site at www.cheapskates.org. It shows us at
Carnival for the last four years. I will send you videos of us

SAN JOSE RHINOS
#1. set up a table manned by Jon Gustafson--a former
goalie for the Rhinos when they won the RHI world championship in
1995
and he was voted the MVP--he is now their general Manager, to man
the
table and answer questions from kids about playing roller hockey,
equipment and answer maintance questions( no reaction yet to that
one),
#2 that they also have their cheerleader sqaud to perform
(doubtful),
#3. That they their mascot Rockey the Rhino perform--mainly mover
around the crowd and entertain kids (Probable) #4. That the
Rhinos
booster club set up their slap shot test booth--kids that a shot
at a
goalie net and a radar gun tells them how fast they shot, plus if
they
make it in the hole they get some little prize like a rhino pen.
(He
will have to talk further with the Booster club. Won't know for
about
two weeks maybe three. That cuts it close to take advantage of
publicity for the apperance.
